Guidelines for both pre-deployment and post-deployment use of self-contained chemical-extinguishing devices when battling structure fires.
Pre-Deployment Guidelines
If arriving on a fire scene before SCCE device deployment:

- Always don full protective clothing (PPE) and SCBA.
- Conduct a tactical size up of the fire. Specifically assess:
- Fire behavior
- Building construction
- Possible occupants
- Stage of fire
- Location of fire
- Available resources/ resources required
- Wind direction
- Risk vs. benefit
- Evaluate effectiveness of SCCED deployment. DO NOT DEPLOY IF:
- Pressurized vessels are involved.
- Fire is burning in large open (ventilated) space.
- Fire sprinklers are operational.
- The fire involves pressurized flammable liquids.
- Announce tactical size up and strategic mode (i.e. defensive, transitional, offensive).
- Deploy device
- Evaluate effectiveness deployment and continually size up fire.
Post-Deployment Guidelines
If arriving on fire scene after FIT-5 has been deployed:
- Don full protective clothing (PPE) and SCBA.
- Receive incident status report from deployment team or Incident Commander.
- Conduct a tactical size up:
- Fire behavior
- Building size
- Building construction
- Possible occupants
- Stage of fire
- Location of fire
- Available resources
- Wind direction
- Risk vs. benefit
- Evaluate effectiveness of the deployment and consider fire behavior and building integrity. Continually size up fire.
- Considerations of Incident Commander:
- After deployment the thermal layer may be disturbed.
- Occupant search would be considered primary tactical objective.
- How long has the fire burned before deployment of the SCCED.
- Did the fire flare up after deployment then get knocked down again by residual powder.
- Pressurization of compartment could have produced fire extension.
- If compartment was not ventilated consider backdraft potential.
- If offensive attack is decided, make entry into building according to structural fire operational guidelines.
- Overhaul is mandatory after SCCED deployment.
- Always apply tactics with clear objectives to fire fighters.
- After use:
- The propellants and aerosol mixtures are non toxic however it may irritate mucous membranes of respiratory system. Therefore, it is advised that personnel not wearing SCBA only enter the room of deployment after the devices have discharged completely and the agent has dissipated.
