Changes imminent for excess property
The CFSI reports that the Department of Defense and U.S. Forest Service are expected to sign a memorandum of understanding in the coming months that will make significant changes to the Federal Excess Surplus Property Program.
The MOU will clear the way for title transfer of excess property to fire departments. The issue of title has been contentious for many departments that have acquired equipment through the program. Because the cost often associated with refurbishing excess property is borne by the departments, these departments claim that they should receive title to the equipment.
The genesis of the MOU is Section 1706 of the Defense Reauthorization Act of 2001 authorizing the sale or donation of excess defense property to assist firefighting agencies. The provision was included in the defense bill to make federal excess property more accessible to the nation's fire service.
