The U.S. Army has released six reports to assist state and local governments in their response to terrorist incidents.

The first report, "Improving Local and State Agency Response to Terrorist Incidents Involving Biological Weapons," covers medical response, hazard assessment and mitigation, population control, fatality management, emergency management operations, resource and logistics support, and continuity of infrastructure.
