USFA Announces NFA’s 2010 Annual Outstanding Research Award Winners

Edward Fleming, Darin Reid and Stephen Marsar will receive the National Fire Academy's (NFA) 2010 Annual Outstanding Research Award.

The U.S. Fire Administration named three fire-service executives as recipients of the National Fire Academy's 2010 Annual Outstanding Research Award, which recognizes executive fire officer program students for their research projects. Sixty applied-research projects were evaluated at the 4.0 level during 2010, the highest number in the 26-year history of the Executive Fire Officer Program. The award winning projects will be presented and during the 23rd Annual Executive Fire Officer Symposium on April 29–May 1, at the National Emergency Training Center in Emmitsburg, Md.

The EFOP is a four-year, four-course professional development curriculum. Participants in the program are required to complete an applied-research project that attempts to resolve a problem or solution through the conduct of original research within six months after the completion of each of the four courses.

The recipients are:

Executive Analysis of Community Risk Reduction Course Awardee: Div. Chief Edward Fleming, Orange County Fire Authority, Irvine, Calif., for "Emergency Plans at Santiago Elementary School: Are Current Plans Adequate for Responding to Wildfire Threats?"

Executive Analysis of Fire Service Operations in Emergency Management Course Awardee: Deputy Chief Darin Reid, Stanwood Camano Fire & Rescue, Camano Island, Wash., for "What are the Efficiencies of a Mass Vaccination Drive-Through Clinic Compared to a Walk-in Clinic?"

Executive Leadership Course Awardee: Capt. Stephen Marsar, Fire Department of New York, for "Can They be Saved: Using Citizen Suvivability Profiling to Enhance Size-Up and Reduce Firefighter Fatalities in the Fire Department, City of New York."

“These projects require the authors to create new information and results in effort to resolve problems or issues,” Deputy Fire Administrator Glenn Gaines said in a statement. “The range of topics chosen this year for applied research projects provides an illustrated example of the scope of issues that our senior executives must deal with. I sincerely congratulate the award recipients for their excellence."
