Fire chiefs among homeland advisory appointees

Several fire chiefs from around the nation are among the members of the newly formed Emergency Services, Law Enforcement, and Public Health and Hospitals Senior Advisory Committee to the president's Homeland Security Advisory Council.

The purpose of the committee is to provide the council with advice on increasing America's security from experts representing the nation's emergency response community.

Fire chiefs named to the committee include:

  • Chief P. Michael Freeman, Los Angeles County Fire Department, who previously was assistant chief of operations of the Dallas Fire Department and is the chair of the International Association of Fire Chiefs Terrorism Committee.
  • Chief Edward P. Plaugher, Arlington County, Va., is the immediate past president of the State Fire Chiefs of Virginia and a longtime member of the IAFC. Plaugher was the incident commander at the Pentagon on Sept. 11, 2001, and serves as a key member of the IAFC Terrorism Committee.
  • Chief Gary Scott Campbell, administrator, Campbell County, Wyo. He previously was chief of the Laramie County (Wyo.) Volunteer Fire District No. 2. Scott is a board member of the IAFC Volunteer and Combination Officers Section, a member of the IAFC Program Planning Committee, and was the recipient of the 2002 IAFC President's Award.
  • Chief William N. Gaughan, Peters Township, Pa. Gaughan also serves as vice president of e-business and information technology for the polymers and chemical divisions of the Bayer Corp. He has 30 years of firefighting, hazmat and terrorist incident response experience.

Other appointees include:

  • Richard Andrews of California, committee chair. He's a former director of California's Governor's Office of Emergency Services and is currently the principal consultant on emergency management for the National Center for Crisis and Continuity Coordination, a division of the Candle Corp.
  • James Moore of Florida, vice chair. He is the commissioner of the Florida Department of Law Enforcement and will be Florida's incident commander in the event of a terrorist attack in that state.
  • George F. Brown, chief of counterterrorism, New York City Police Department.
  • Michael S. Carona, sheriff of Orange County, Calif.
  • Ellen Gordon, administrator of Iowa's Emergency Management Division and Iowa's homeland security advisor.
  • Phil E. Keith, chief of police, Knoxville, Tenn.
  • Scott Lillibridge, director of the Center for Bio Security, University of Texas.
  • Paul M. Maniscalco, adjunct assistant professor at George Washington University School of Medicine and Health Sciences.
  • Judith M. Mueller, director of public works, Charlottesville, Va.
  • Jane Perlov, chief of police of Raleigh, N.C. She previously served as the secretary of public safety for the Commonwealth of Massachusetts.
