By practicing these commandments, new chiefs can save themselves a lot of headaches and heartaches now and in the future. Moreover, they can build a solid foundation of key skills necessary to create success within their office, which leads to success in their department and ultimately in the most important area — in the service delivery to the citizens.

  1. Service to the citizens is Job No. 1.
  2. Never fail to lead — or someone else will.
  3. Be firm but fair and treat all with dignity, respect, and with a level of importance that will surprise them.
  4. Understand that you cannot do it all nor can you please everyone.
  5. Don’t rush to judgment. Patience is the sign of a true leader. Thoroughly look at all issues not requiring a quick judgment before making a final decision.
  6. Always treat your people as your greatest resource and never take them for granted.
  7. Never be afraid to admit you’re wrong or be afraid to fail. Without failure there can never be success.
  8. Always give credit to others when things go right in your department.
  9. Always take responsibility when things go wrong in your department.
  10. It is more important to listen than to speak.
  11. Know it will always be something.
  12. Always expect and position others for greatness.
